Army’s lack of a viable law enforcement program combating and prosecuting Internet Crimes Against Children (ICAC). Think “to catch a predator.” You must fully state what the problem is, and identify the causative factors contributing to the existence of the problem (likely the Army being all over the world, host country laws and internet use by victims and exploitation of the internet by criminals). You must articulate a well thought out proposal designed to rectify the problem and improve Army Law Enforcement’s efficiency and effectiveness. In addition, you must identify any 2nd, 3rd and 4th order caused by existing policies or procedures (or lack thereof) as well as your proposed course of action. The paper is designed to address organizational issues with viable and realistic proposals.
