Issues: What are the negative issues of doing the way things are now?  4. Capabilities: What is positive about the law? 5. Changes: How would I change the law to how I want it? How can the law be improved? 6. Conclusion: Why should the change be accepted and how?  No more than 3 to 5 lines of quotations and use quotations sparingly
