For this assignment, please complete the following: Summarize the community’s hazard profile using the hazards identified in your Unit 3 assignment. Analyze the capability of the community’s emergency management systems to cope with identified hazards, fleshing out what you started in your Unit 1 assignment. Analyze the vulnerability profiles—physical, social, economic, and environmental—for your selected community. Qualitatively estimate the vulnerability rating for each of the four profiles. Provide a rationale for your estimates. For this course, we will use a simple, estimated qualitative approach to predicting the vulnerability. Please be aware that FEMA has provided resources and training for the analysis of vulnerability. If you are tasked with planning and managing a vulnerability analysis in a work environment, it is strongly recommended that you seek further training. FEMA provides details in the HAZUS program. Three components define the vulnerability of a community: The community’s hazard profile,which you determined in Unit 3:  The existence of a hazard creates vulnerability. The capability of the community’s emergency management systemsto manage disasters, which you determined in Unit 1:  Emergency management capabilities and capacities are shaped by a society’s need for their services, primarily a factor of vulnerability. The four vulnerability profiles:  Physical: what in the built environment is physically at risk of being affected. Social: individual, societal, political, and cultural factors that increase or decrease a population’s propensity to incur harm or damage resulting from a specific hazard. Economic: financial means of individuals, towns, cities, communities, or nations to protect themselves from the effects of disasters. Environmental: health and welfare of the natural environment within the area of study that either contributes to or reduces the propensity of the affected population to incur the consequences. Use the following categories to estimate the vulnerability rating for each of the four vulnerability profiles in your selected community. Very High:One or more major weaknesses that make the asset extremely susceptible to an aggressor or hazard have been identified. High:One or more significant weaknesses that make the asset highly susceptible to an aggressor or hazard have been identified. Medium High:An important weakness that makes the asset very susceptible to an aggressor or hazard has been identified. Medium:A weakness that makes the asset fairly susceptible to an aggressor or hazard has been identified. Medium Low:A weakness that makes the asset somewhat susceptible to an aggressor or hazard has been identified. Low:A minor weakness that slightly increases the susceptibility of the asset to an aggressor or hazard has been identified.
