Mr. Roe is a first time offender. Mr. Roe resides in Detroit, Michigan with his wife and four children. He is employed at an automobile factory in Detroit where he earns approximately $85,000 per year. He is deeply in debt and finds it difficult to make ends meet each month. He has been distraught about his conviction and his degree of indebtedness. He meets with you on March 9th of this year for his monthly reporting day and tells you about his financial situation. He states his wife is unable to work because the daycare for 4 children is more than she can make. You suggest that he slowly work to pay off his bills and offer assistance in setting up the family budget at the next meeting, which is scheduled for April 10th. On March 12th of this year, after filling the tank of his SUV with gasoline, he drove away without paying. The proprietor of the gas station was able to obtain Mr. Roe’s license plate number and reported the incident to the police.
