Overview: Muscat Municipality has recently implemented a policy of privatization for a number of service sectors, including some public health services: Waste management, collection and transfer. Management and operation of slaughterhouses. Management and operation of the fish market. Control of insects and rodents. Where privatization is a utilitarian tool based on a new system of division of labor between government and the private sector. It includes the mandate of the private sector to manage and provide basic government services to the community according to a supervisory plan from the government sector. The objectives of privatization are to: – Raise the level of economic efficiency of the management of funds within the state. – Reducing the burden on the state budget, with regard to state subsidies to public companies and compensating their losses. – Expanding the ownership base of individuals, obtaining an increase in production, export and improving quality. – Availability of proceeds from the sale of public units, which can face the budget deficit. – Overcoming inefficient control and accounting systems in public units. This study will focus on evaluating the experience of privatization in all aspects. Has the municipality succeeded in making this decision? What are the dimensions of this decision on the quality of services? Has the municipality achieved financial savings? And also to monitor the pros and cons and make recommendations to the specialists on the mechanism to develop the pros and avoid the negatives in the future plan of the privatization program and the mechanism towards the comprehensiveness of this program to other sectors of the municipality. Objectives of the study: – Measuring the success of the privatization program. – Comparison of level and indicators of services provided before and after privatization. – Limiting the concrete advantages of privatizing the sectors concerned. – Setting up a mechanism on the direction of total privatization or only partial privatization of these sectors. – Comparison of the cost of privatization with the previous cost of these sectors and measuring the percentage of cost reduction and the provision of amounts from the general budget of the municipality. – Recommending the future plan for the privatization of other sectors such as afforestation and transport.
