Promoting democracy does not assure an end to terrorism. It may be that the collective mind-set of a terrorist group may be the dominant factor. Is charismatic leadership needed? The recent victory of the Iraqi government in Mosul prompted one mother of two ISIS fighters to comment that if her sons were arrested “we will join whatever group comes after ISIS.” From a terrorist perspective, is terrorism a tactical reaction to what is viewed as an unfair world?
