Similar to primary research, development of the literature review requires four stages:
Problem formulation—which topic or field is being examined and what are its component issues?
Literature search—finding materials relevant to the subject being explored

Review the congressional ratings provided by Americans for Democratic Action (a liberal interest group) and the American Conservative Union (a conservative interest group). These groups cannot analyze every vote cast in every Congress, so they choose particular votes that they feel best represent their ideology. Compare and contrast the broad categories of votes each of these groups have analyzed in the two most recent years of available data.

Additionally, analyze the voting record of your United States Representative and one of your United States Senators using these interest group ratings. Be sure to provide the names of each of your representatives and discuss what can be learned about the voting records of these individuals based on these ratings.

Tell a story—Be specific. Take your belief out of the ether and ground it in specific events of your life. Consider moments when your belief was formed or tested or changed. Tell me how you reached your beliefs, and if they have grown, what made them grow. Your story need not be heart-warming or gut-wrenching—it can even be funny—but it should be real.

Be positive—Please avoid preaching, editorializing, or finger-pointing. This essay should not be about your views on the American way of life, democracy, or capitalism. Be personal—Avoid speaking in the editorial “we,” the projecting “you,” or the accusing “they.” The project is “this I believe,” not “this everyone believes,” “this my company believes,” or “this Americans/Russians/Scientologists believe.” Make your essay about you. Speak in the first person. Read your essay aloud to yourself several times, and each time, edit it and simplify it until you find the words, tone, and story that truly echo your belief.
