This week’s exercise will require the student to focus on the concept of personnel management reform. Read information relating to personnel reform in the states of Georgia and Florida. In Georgia, they instituted the Georgia Gain system which assured bureaucratic responsiveness to executive leadership. Florida’s Service First personnel system was also about bureaucratic responsiveness to executive leadership. After reading the two reform efforts, answer the following questions:

(1) Was there any differences in what was accomplished in civil service reform in Georgia as compared to Florida?

(2) In your opinion, could such reform efforts prompt abuse of the system by supervisory and management officials?

In responding, be specific in detailing reform efforts in both states. Your dialogue responses are to demonstrate critical thought and are to focus on understanding reform concepts and their implications for application to work environments in each state.
