When is the UN an actor? When is it a framework through which states interact? What are the functions of the UN in facilitating and shaping global governance and international relations? How has the UNs role and functions changed over time? In your response, identify and discuss at least three specific proposals/programs that has been initiated in the last 15 years. These examples should include each of the three pillars of the UN (development, human rights, peace and security). What progress has been made toward these goals? What stands in the way if any of progress toward these goals? In each example discuss the UNs role as an actor and UNs role as a facilitator in sharing state relations.
